A training, event or programme here can have a fee, and it says so on the page with a named organisation behind it. Being asked for money in private is different: no fee to process, secure or release anything, and nothing paid to a person instead of an organisation. That is a scam - report it.
Six to twenty-four weeks, and now paid, which was not true a few years ago. You must be enrolled in a degree or have graduated within the last six months.
The roster is the important part. You apply to a general pool, then departments pick from it, so a strong general profile beats a narrow one.
