A training, event or programme here can have a fee, and it says so on the page with a named organisation behind it. Being asked for money in private is different: no fee to process, secure or release anything, and nothing paid to a person instead of an organisation. That is a scam - report it.
Full cost of attendance, so tuition, accommodation, flights and a stipend. Open at several partner universities. Each one runs its own selection, so apply through the university, not through the Foundation.
A thing people get wrong: you apply for admission first. The scholarship is decided after you have an offer, not before.
