How do you write policy advice that a minister will actually read?
Our last brief was twenty-eight pages. I am fairly sure nobody opened it.

One page. The recommendation first, the reasoning second, the evidence in an annex nobody has to read. Most policy writing puts these in exactly the wrong order.

We wrote twenty-eight pages of annex and called it a brief. That is the problem stated plainly.

And give them the decision, not the options. Three options with no recommendation is homework, and it gets put down.
