A training, event or programme here can have a fee, and it says so on the page with a named organisation behind it. Being asked for money in private is different: no fee to process, secure or release anything, and nothing paid to a person instead of an organisation. That is a scam - report it.
Fully funded masters in the UK, one year. Open to most countries. You need two years of work experience, which they count generously, including internships and self-employment.
The four essays are the whole application. Leadership, networking, study plan, career plan. Start them now, not in October.
